1.
執事會由主席或文書代替主席召開。
2.
執事會議程由主席或文書代替主席草擬並於開會五日前送交各執事。
3.
執事會每月一次。
4.
若與會成員在議程上有建議,要在收到議程後知會主席,若主席同意,可把建議放在議程中,主席若不同意,他有權不把建議放在議程上。
5.
如果不能參加會議,應於會議前向主席請假。
6.
假若與會者缺席或提早離開,離開後所有的議決案一定要接受,不可否認。
7.
主席在會議中應控制並保證會議可以順利進行,有權停止某與會者發言、停止討論某議題或散會等。
8.
若某議題獲通過,少數反對者可以要求主席在會議記錄中註明他反對,但反對者一定要接受並支持通過的議案。
9.
書記在記錄時,應註明某議題的負責人。
10.
執事會開會時間盡量在兩小時內完成。
11.
執事會出席執事人數最小五人或七十個百分比。
12.
散會前書記宣讀會議記錄,若與會者同意的話,日後不能有人再反悔,會議記錄必須在開完會後72小時內傳到與會者手中,若發現有錯或遺漏的地方,要立即知會主席與書記備案。
13.
執事會內討論之任何個人隱私事情,執事請勿外洩,包括配偶。
為要提高執事會議效率,各執事必須要尊守以下各項守則:
1. 本堂會友直系親屬
2. 經常出席本會聚會之非會友直系親屬
3. 不超逾$120
1.
評估日期 – 如牧者在本教會服事超過六個月以上,
評估應在一月份第一個星期開始進行,在二月的執事會議中提交評估結果。
2.
評估人員 – 由執事會推舉两位執事及由被評估牧者挑選两位評估人員(執事或會友均可)。
3.
評估方法 - 評估人員填寫本教會的牧師工作評估問卷調查表,評估人員須隨意訪問會友從而得知會友對牧者的意見,例如會友探訪等等。完成調查表後,由一至两位評估人員將收集的資料整理,在二月的執事會議中提交評估結果。
4.
評估結果的處理
– 執事會將評估結果與去年的結果作一比較,並與被評估牧者商討如何增加會友對牧者的滿意程度。所有的討論內容必須記錄在會議記錄中。
5.
問卷調查表的覆閱
– 如有改善空間應作一校訂以供第二年使用。

這短宣必須是與基督教活動有直接關係,宣教活動包括(佈道、栽培、研經、見證分享、接受特別培訓【課程對教會、團契、小組、主日學或聖工直接相關】)
同時與本教會的憲章沒有衝突。
1. 參與短宣者必須是華恩堂會友。
2. 所有費用祇有交通費可以申報退稅作用。
3. 在短宣期間所有意外或疾病都不能法律訴訟華恩堂。
4. 短宣完結後須有短宣報告及分享。
5. 所有收據需要在短宣前60天或過程後60天之內交與教會財政或主席。
申請短宣基金資助導引
本堂為了鼓勵會友參加本地或國外的短期宣教工作,特別設立了一個短宣基金以幫助那些經濟有困難而要參加短宣的弟兄姊妹,因為本基金每年的預算有限,所以祇會發放給真正有需要的人士。
在申請短宣基金資助之前,請申請者先行估計短宣的全部費用,包括交通、食宿及護照等,如經濟方面確實有困難而負擔不起全部費用,才向本短宣基金委員會申請資助。
申請資格及原則:
1.
申請者必須是重生得救基督徒及華恩堂的活躍會友(過去六個月或以上經常參加本會主日崇拜及團契)。
2.
申請者每年祇准用此基金款項一次。
3.
這短宣必須是與基督教活動有直接關係,宣教活動包括:讀經、祈禱會、分享。幫助有需要人士同時與本教會的憲章沒有衝突。
4.
本基金不會資助個人的額外開支如觀光遊覽等。
5.
一切的短宣旅行開支收據須繳交給本會短宣基金委員會。
6.
短宣完結後,須繳交短宣報告,包括成果、心得及見證等。
7.
必須有牧師或執事會的推薦信。
8.
教會基金委員會要求申請者提供非法律訴訟擔保書。
9.
如宣教委員會要求申請者提供有關醫療健康證明或醫生檢查報告,申請者必須提供有關資料。
10.
提供海外旅程要得到所有有效的免疫確認。
11.
申請者同樣雖要承擔部份個人旅程經費,教會對整個旅程最高資助不多於經費的一半或$1,000。
申請者須在出發前90天,詳細填妥申請表格並交給短宣基金委員會審查申請資格。
A. 聘牧程序
(Ⅰ)
準備工作
1. 聘牧委員會產生
聘牧委員會由執事委任5-7位由不同年齡組合的代表組成
﹔其中兩位是現任執事。
2. 在第一次聘牧委員會會議中,選出主席﹑副主席﹑會議記錄秘書及對外及對內通信秘書。
3. 與會友的溝通:
a. 定期或必要時向會友報告聘牧的進展。
b. 第一次聘牧委員會會議後,盡快向會友發出問卷調查表,調查會友對本會牧者的要求及期望。將調查結果整理後詩論並制訂應聘牧師的最低資歷要求。
4. 草擬:
a. 會眾問卷調查表 (附錄一)
b. 永久及臨時牧師的工作及責任 (附錄二及附錄三)
c. 牧者的薪金及福利(附錄四)
d. 本會牧師職位申請表 (附錄五)
e. 牧師講台表現意見調查表 (附錄六)

(Ⅱ) 尋找合資格牧者程序:
1. 利用各種資訊管道將本教會聘牧一事向外公佈:
a. ANACEFC
b. 廣告 (包括平面媒體及網頁)
c. 其他管道
2. 甄選應徵牧者程序
a. 收集應徵者的申請及履歷表
b. 如收集到兩份或以上申請表,則立刻召開會議及啟動本程序,如果祇有一位申請者,則在收到申請表後四星期召開會議及啟動本程序。
c. 會議過程
1/. 每個委員須有一份應徵者的資料及有足夠時間閱讀其內容。
2/. 如超過一位申請者,將首選者寫上“1”,次選者寫上“2”,如此類推。
3/. 主席收集及計算各委員的評分後,獲得總分最小的為首選者。
4/. 根據首選者的資料,討論其長處及弱點,和一切值得的關注事項。
5/. 要求首選者填寫本教會的牧師職位申請表,及要求寄上最近的講道錄音或錄體。
6/. 根據首選者所提供的資料,調查其真實性及接觸其推薦人,詢問他對應徵者的評價。
7/. 由各委員協助撰寫面談題目,並安排首選者到本教會面談﹑主日講道及帶領團契及主日學等等。面談時須作筆錄,如申請者同意可作錄音或錄影。
8/. 提供應徵者本教會的資料,內容包括教會章程,各部門的工作分配,教會行事曆,教會簡介,最近崇拜出席平均人數等等。
9/. 安排首選候選人與美國播道會西北區監督會面。
10/. 面談後,根據執事及各團栔負責人所提供的意見,聘牧委員會須決定是否推薦申請人給會友作為本會的牧者。這推薦行動須獲得所有委員的一致贊成,如未能獲得一致贊同,可以暫時休會,回家禱告後,再由主席召開會議,繼續討論此議題,如果還是不能獲得所有委員的贊同,則不考慮此申請人。
11/. 如獲得所有委員的一致贊成推薦申請人給會友作為本會的牧者,須厘定該申請人的薪 金及福利。
12/. 如困祇有一位申請人,略過第二及第三項。
(Ⅲ) 會友大會:
1. 召開會友大會須根據本會章程第八章進行。
2. 投票會友資格:
過去六個月出席率達50%或以上在本會受洗或或轉會的會友。
3.
投票前,主席須根據候選人所提供的資料向會眾介紹其背景﹑學歷及教會經驗等,並根據其推薦人,執事及團契負責人所提供的意見,分析此候選人的強項﹑弱點及對此人有所關切及保留之處。盡量解答會眾對此候選人有關的問題。
4.
向會眾解釋通過的百分比及計票方法。採用不記名投票方法。
5.
如大會通過並接納此候選人為本會牧者,聘牧委員會盡快通知候選人,要求候選人在一星期內以書面回覆聘牧委員會表明其意向。
(Ⅳ) 聘牧委員的解散:
聘牧委員會將候選人推薦給會眾及通知候選人後,委員會就應當解散。候選人如不獲會眾通過聘任,執事會應重組聘牧委員會,再尋找適合的牧者。
B. 聘請傳道人程序:
1. 聘請全時間傳道
聘請過程與牧師相同
2. 聘請半工傳道
不須成立聘請傳道委員會,也不須交由會友投票決定,應交由執事會進行,執事會的工作
包括但不限於草擬半工傳道的工作及責任﹑薪金及福利等等。執事會有權作出對候選半工傳道人應聘的決定。

牧師薪金及福利
Chinese Grace Evangelical Free Church Pastor
Compensation
1.
Salary
Annual
gross starting salary of $_____, paid monthly by your choice of check or direct
deposit.
2.
Vacation:
The amount of paid vacation time depends on the length of service. Paid vacation leave may not be used in advance of its accrual.
Eligibility – Vacation leave may not be taken until an employee has completed 12 months of continuous employment.
Accruals – An employee may earn up to 10 days of vacation leave per year after the first year of service and earn up to 15 days per year after the 7th year of service.
Usage – Vacation leave is meant to be used for personal and family reasons and should be pre-approved by the deacon board, except in the case of emergency situations. Fourteen calendar days written notice in advance is required.
Accumulation-Excess – An employee may accumulate vacation leave of the previous year to the current year. If such leave is not used prior to the employee’s anniversary date, such leave shall be automatically extinguished and considered to have never existed.
3.
Day
Off
Employee may take every Monday off. If holiday falls on Monday, employee may take the next day off.
4.
Holidays
The recognized holidays are observed as follows:
l New Year’s Day, January 1
l Memorial Day, the last Monday in May
l Independence Day, July 4
l Labor Day, the first Monday in September
l Thanksgiving Day, the fourth Thursday in November
l Christmas Day, December 25
If recognized holiday falls on Sunday, it will be replaced on the following day or the day after the regular day off (Monday).
Employee may select two personal holidays each calendar year:
l Personal holiday may not be taken until an employee has completed 12 months of continuous employment.
l The employee has given at least 14 calendar days written notice to the deacon board.
l A personal day off does not fall on Sunday.

Sick
Leave
l Employee must work 12 months to be eligible for sick leave.
l Employee may earn up to 10 days of sick leave per year after the first year of service. An employee may accumulate the sick leave of previous year to a maximum of 20 days.
6.
Continuing
Education
Chinese Grace Evangelical Free Church pays up to $500 per year for employee’s continuing education and the fund cannot be accumulated to the following year.
7.
Mileage
Reimbursement of Mileage for visitation will be based on IRS Standard Mileage Rates.
8.
Conferences/seminars

1.
借用者在呈交申請表時,必須是播道會華恩堂的投票會友(在以往六個月內出席率在百分之五十以上者)
2.
向執事會報備使用詳情
3.
必須獲全體執事一致通過
4.
由執事會主席或指派執事其中一位向EBC 申請借用場地
5.
必須有二星期前申請, 婚禮則要在六個月前申請
6.
費用是自由奉獻
7.
主持婚禮的牧者須由執事會同意
8.
借用教會申請人須負責用途的一切開支, 包括場地的善後清理,
物品損壞之修理或償還等。

借閱限期 - 書本, 錄音帶及錄影帶限期30天, 可續借(只限一次)30天

借閱數量 –
書本 - 每次最多借閱兩本
錄音帶及錄影帶 - 每次最多借閱兩套
借出 - 在登記本上填寫有關資料
